Mr. Jabbar Ali Hussein Al-Luiebi the minister of oil declared the restart of Hadeetha Refinery with a production capacity of (10) thousand barrels/ day by depending on the national efforts.
Mr. Al-Luiebi said in the press conference which was held at September the 24th in the ministry headquarter that the staff of the north refineries company (NRC) was able to restart the refinery which was stopped because of the security situation in Anbaar governorate to compensate the shortage of the oil products because of the stoppage of Baiji refinery which was damaged by the terrorist gangs. He said also that restarting the refinery is the corner stone of the reconstruction of the areas which was liberated from the terrorist gangs of ISIS. The restarting of the refinery provided the necessary fuel to operate Hadeetha power station to provide the necessary services for the residents in spite of the obstacles which are facing the teams which are concerned with the rehabilitation of the oil facilities in the liberated areas. He said also that the staff of (NRC) and the other companies are working day and night to restart the Seeniya, Kask and Salah Uddin/1 unit in Baiji refinery within a short period in order to re-supply the citizens with fuel.
Mr. Al-Luiebi said also that the ministry have made strategic plans to increase the production of the oil products and reduce the importation by presenting the investment projects to build 5 refineries in the middle & south of the country. He said also that the ministry rebuilt the Qayara refinery to meet the needs of the liberated areas around the refinery and increase the production capacity. In addition to the rehabilitation of the damaged refineries. The ministry is also working on to rebuild all the other damaged wells to maintain the fuel supply to Qayara power station. The ministry of oil is working on to rebuild the governmental gas stations in Ninawa governorate and the liberated areas such as Talaafar and Haweeja to meet the needs of the citizens, and the camps of the displaced people.
In relation with the crude oil production… Mr. Al-Luiebi confirmed that the ministry of oil have achieved a quantum leap in the crude oil production in addition to the best investment of the gas with high quantities more than the previous time. He said also “we are working to hold agreements with the international companies to invest gas and we expect that Iraq will stop the flaring of this gas within 2021 in order to achieve financial outcome to the federal budget more than 6 billion dollars/ year, in addition to the environmental effect on the areas around the oil fields”. He said also that the Iraqi company for transportation services and oil trade started the supply to the first international oil tanker with the operating fuel (Bunker) after the installation of the new supply system in the territorial waters to supply the oil tankers with fuel “which is a great accomplishment after 30 years stoppage”. He said that the Iraqi company for transportation services and oil trade has become the main supplier of (Bunker) to all the ships, as well as the oil & gas tankers which are visiting the Iraqi ports.
About the relation between Iraq and the suppliers inside & outside OPEC… Mr. Al-Luiebi confirmed on the commitment of Iraq with the cut production and with the unity of OPEC to face the challenges of the oil market, as well as the procedures of the organization to re-balance the international market to support the oil prices.
