Iraq's President Barham Salih Arrives in Kurdistan to Discuss Oil Budget

Since Adil Abdul-Mahdi became prime minister in 2018, tensions between the two regions have improved citing a historically good relationship with the Kurds.

Iraq’s President, Barham Salih arrived in Kurdistan with a delegation intent on discussing oil, budget, territorial disputes and other topics that have caused long-standing disputes causing the most strained situation in late 2017 caused by Baghdad cutting KRG’s share of the federal budget from 17% to zero in 2014 as Kurdistan sold its oil. Although KRG’s share of the budget was reinstated, it was much lower--12%.

In an agreement in the 2019 budget, KRG agreed to send 250,000 barrels of oil per day to Baghdad, SOMO, in exchange for their share in the budget, however, even though Baghdad has sent money to Erbil Central Bank, KRG has yet to send a single barrel of oil.
